Permits for North East India: What You Need and Who Handles It

Inner Line Permit (ILP) — required for Indian nationals to enter Arunachal Pradesh, Nagaland, Mizoram, and Manipur. Obtained online or at entry points; Viacation processes these before your departure.

How to Reach North East India
By Air
Guwahati (Lokpriya Gopinath Bordoloi International Airport) is the main gateway. Direct flights operate from Delhi, Mumbai, Bengaluru, Kolkata, Hyderabad, and Chennai. IndiGo, Air India, and SpiceJet run regular routes; flight duration from Delhi is approximately 2.5 hours. By Train
Guwahati Junction is the central rail hub. The North-East Express (12505) and Rajdhani Express (12424) connect Delhi to Guwahati in approximately 28 to 36 hours. Naharlagun (for Arunachal Pradesh), New Jalpaiguri (for Sikkim), and Agartala (for Tripura) have their own rail connectivity. Note: there is no direct rail line to Meghalaya — road from Guwahati is the standard approach.
By Road
The NH 27 (East-West Corridor) is the main arterial road connecting Assam to other states. Road journeys from Guwahati to Shillong take around 3 hours; to Kaziranga around 4 hours; to Dimapur (Nagaland) around 6 hours. Best Time to Visit North East India
- October to April is the best window for most of the region. Skies are clear, roads are accessible, and wildlife parks are fully operational. The Hornbill Festival (December), Bihu (April), and Saga Dawa in Sikkim (May–June) all fall near or within this window.
- March to June works well for higher elevations like Sikkim and Tawang, where spring rhododendron blooms are worth the trip specifically. Temperatures are comfortable, and the trails are clear before the monsoon hits.
- July to September is the monsoon season. It is not impossible to travel — parts of Assam and Sikkim remain accessible — but landslides can close roads in Arunachal Pradesh and parts of Nagaland without notice. Meghalaya's waterfall season peaks here. If you are travelling in this window, shorter, self-contained itineraries work better than multi-state circuits.
ILP and Travel Advisory: What Has Changed
The Inner Line Permit system for Manipur went online in 2021, making the process faster. Nagaland's ILP is available at the state border points and online at nagaland.gov.in. Arunachal Pradesh e-ILP portal processes most applications within 3 to 5 business days. Foreign nationals should allow 2 to 4 weeks for PAP processing through the Ministry of Home Affairs or local embassies.
